CCBC 79th Legislative Session Agenda
Goals - 2017:
1. Ban the Box
2. Streamline the criteria required to seal criminal records
3. Drug treatment as opposed to incarceration for minors and non-violent drug offense
4. Dismantle the School To Prison Pipeline
5. Student Court diversion school site programs that also address the discipline disparity & school climate
that reduces the referrals of students to the juvenile justice system (Pilot program at CCSD requires 2 year funding)
6. Restore ex-offenders eligibility to receive social services such as public housing, financial aid for school, etc.
7. Automatic restoration of voting rights for ex-offenders that have completed their sentence
8. Oppose privatization of prisons, including third party services such as medical care and mental health
9. Allow payment automatic payment plan for DMV fees (monthly, quarterly, semi annual, annual)
10. Oppose jail time for inability to pay fines (paupers prison)
11. Examine effectiveness and expand re-entry programs for offenders released from prison
12. Incentivize the evaluation criteria of RFP’s to minimize costs of bail and house arrests and other services outsourced or privatized within the prison system
13. Provide access to employment opportunities on public works projects where job disparities are identified in the Nevada State Public works Employment data (SB227) of under represented minorities
14. Bid preference on public works projects of under represented minorities
15. Amend SB504 to include English Language Acquisition (academic language) for native speaking students with lowest proficiency rates and representation on the Master Reading Council
16. Expansion of victory schools to include middle schools and high schools with equitable funding (currently approximately $1400 per student) to ZOOM schools (approximately $2400 per student), and where eligible student population (FRL) is at least 3X higher but receives almost half of ZOOM school (English Second Language) funding
17. Weighted formula follows the student to include students (subgroups) least proficient
18. Early childhood expansion that is inclusive of African American students currently under served
19. Equity study of State/Federally funded education grants/scholarships/programs and populations being served
